How about a choice of forum layouts that member could vote for ?
Personally I prefer the left hand column (dashboard etc) across the top of the forums.
Also maybe let members choose colour schemes and keep there profile backgrounds on the forums ?

I honestly don't think that a different color and/or different layouts for the menu would change how many people use the forums.
Having the menu on the left side has some advantages: you can see the complete structure of the site and go anywhere with just one click. There will be new features and this way the menu can easily be extended. With a horizontal menu you need nested menues which require additional clicks and page requests, or hover states, which are no good for touch devices.
Keeping the backgrounds on forums isn't a good thing, either, because most of the forums are for games and there the game background is displayed.
That said, I don't see any changes coming up in these regards - that does not mean I do not value your suggestions!
